Can a Seller Refuse an Accepted Counter Offer?

An agent in a bit of confusion yesterday left a voice mail to ask how a seller can refuse to accept their counter offer after the buyer signed it and sent it back. Like with anything in Sacramento real estate, the devil is in the details. It all depends on how the acceptance came together. When the counter was delivered and whether receipt confirmed.
